YoTech yo-yos are made by ToyTech (Hong Kong) per the YoYo Wiki; they are low-cost, made in China, and typically exported to markets such as Australia and South Africa. The YoYo Wiki describes the Peacock as a plastic ball-bearing yo-yo, a clone of or possible rebrand of the Yomega Raider, available in red, blue, yellow and green with a CD-ROM of over 30 tricks and maintenance in the package.
